4 people in front of me and it literally took me 1 and a half hour.

For transfer of vehicle registration within Dubai, procedure is as follows:
Do car passing test (will get paper token)
Wait in the hall and look for token number on the LED Screen
Present your token upon call, pay fees.
Proceed with buyer to reception counter and present all documents including iD, mul kiya, insurance from buyer etc. will get one link through SMS, click the link by seller on his mobile and input all documents photo using your mobile (free WiFi available). Buyer then will get link to proceed similarly and after both complete then there will be one more sms with which you go back to reception and get token.
Upon call, present token. Link will come to mobile for authorising the sale and sign off in the mobile. Pay money and complete the transfer.
